So, did they change the requirements for having a hunter safety cert. to apply for Goat Sheep and Moose points? I had my children building points (2 year old and 5 year old) but now when I try it won't let me purchase them. Curious if there was a change in rules and I missed it??

Yes it was changed. An applicant must have passed hunter education.

Yes too many whiners complained about it last year so they cut it. Out of state can still apply though for same price we do so that’s cool(sarcasm)

Non-resident adults pay $110 for a special permit application. Non-resident youth pay the same.

This change occurred last spring.
https://wdfw.wa.gov/about/regulations/2018/wsr_18-03-177.pdf
WAC 220-412-080 Special hunting season permits.
This proposal revises wording in the “once in a lifetime” part of special hunting permits for moose, to reflect the proposed
change in hunt categories from “any moose” to “antlered bull moose.” Any “point” accumulated under the “any moose”
category will be transferred to the “antlered bull moose” category.
Additionally applicants for special hunting season permits will be required to either complete hunter education prior to
submitting a permit application, or be exempt from the hunter education requirement.
This is the amended WAC: https://apps.leg.wa.gov/wac/default.aspx?cite=220-412-080
(b) Applicants for all mountain goat, moose, and/or bighorn sheep special hunting season permits must have either successfully completed hunter education prior to submitting an application, or have a birth date prior to January 1, 1972.
