As long as there is not an attempt to limit hunting MHCA doesn't look terrible.  To ensure this hopefully hunting organizations and hunters are in the room.  This is an example of opportunity vs threat but will take investment ftom the NGO'S that support the conservation that includes consumption.

With nearly a third of this massive state publicly owned they still want more?

It's conservation easements that prevent development. It's still private land and the landowner can allow hunting, or not allow hunting as they see fit. USFWS doesn't regulate hunting/fishing activities on their conservation easements, they just regulate any developments to the land.
