I HAVE A MOSSBERG 5500 MKII, THE BARREL SAY 2 3/4" NON MAGNUM SHELLS ONLY,  WOULD IT BE FINE TO SHOOT SLUGS THROUGH THAT BARREL? SMOOTH BARREL WITH AN IMPROVE CYLINDER CHOKE.

The constriction on an "Improved Cylinder" choke is .010.

For safety/liability sake, I would contact Mossberg directly and have them answer the question.

I don't see why it wouldn't be safe to fire slugs through that barrel. If it was a full choke it might be questionable but improved cylinder there shouldn't be any issues.

Shouldn't be a problem shooting 2 3/4 inch slugs.

It would be no problem shooting slugs in an improved cyl barrel.

I've never heard of a "non-magnum" barrel. I'm assuming by that they just mean non-3 inch or 3 1/2 inch shells. Because there are 2 3/4 inch shells that have the magnum label. But I would think any 2 3/4 inch shell would be fine in that barrel.

I believe that the non-mag barrel allows more gas to pass to ensure reliable cycling with weak shells.  The slugs may cause the action to cycle too hard.  It would not be unsafe but might cause cycling problems or even damage to the receiver.  You should ask Mossberg

Ask Mossberg, or read the manual. If you don't have the manual it is probably available online.

You should be good to go with the 2-3/4" loads.
