Here is why. The Colockum and Yakima units are separated by I-90 and the Kittitas Valley. The Yakima Units have a Calf to Cow Ratio of 30:100 and the Colockum has a Cow to Calf Ratio of 20:100. So based on this alone the Yakima Units will have 50% more spikes. Add in the fact that for Colockum it must be true spike then you can easily say the Yakima GMU's will have twice as many legal spikes. Especially since only maybe 1/2 of yearling Colockum bulls are a true spike.
Also not all E-Burg units are the Colockum. GMU's 340 and 336 are considered part of the Yakima herd.

In red are the calf to caw ratios, asumming these are 100% accurate you forgot to split the difference as not all calves born are male. So that would make a net of 5:100 difference in male elk calves, or 25% more claves per 100 cows. He is right however the Yakima herd is larger than the colockum herd and there are far more oppurtunities in units that the yakima herd resides in.
