Title: Frozen dead whole elk

Found a dead, frozen spike elk.  Barely a nip out of the hind quarters.  I'm assuming someone shot it in a 3pt or cow area.  It should be thawing about now in the Winston unit.  Could you use this to hunt cougars or coyotes?
