What's the legality of "coaxing" elk back onto private property with a helicopter the day before the muzzle loader opener?

harrassment of game is in the hunting regulations, but you better have it on film to get any traction with WDFW on that one.

i see i'm not the only one who saw that ..what about the guy who shot the big 6x6 on 133rd sunday? who had his buddy heard the herd with his pickup truck every time they would try to cross the rd.
