A scope on a muzzleloader? Yes, it's legal. But you can't hunt the muzzleloader seasons with it. You could use it during modern firearm deer/elk seasons, bear, cougar, coyotes, whatever. Just not the special muzzleloader seasons. They are meant to be for "primitive weapons."

The only way it is legal, is if you have a vision disability. A disabled hunter, with vision impairment can use a scope.
