Title: Raffle Question

So on the elk raffles it notes "except those units not open to branch antlered bull elk hunting" 

Is this in direct reference to the general season (modern, archer, muzzy) restriction?  Or does it encompass all seasons regular and special? 
As an example 340, 342 and 346 are spike only units but have "any bull" special tags

If it is only the general season reference it would seem the Eastside elk and South Central Big Game raffles would kind of be a bust since pretty much everything in the 300s is spike only. 

I didn't put in for the draw this year since I wouldn't be hunting in WA otherwise, but I thought I might throw $50 at the raffle for kicks.  I live in CA now, but hunting 328 for 20years so I feel like I could get by w/out scouting for current conditions...and have private land access to SunEast.

Any unit that is open to branched bull hunting whether it is general season or permit season will be open for the raffle tag hunts.
