Title: Which WDFW dept. draws area boundaries?

I'd like to address a question to the correct area within WDFW who draws the GMU, deer & elk area, etc. boundaries.  Anybody know which department?

They are established by WAC, but drawn up and described by Wildlife Management prior to enactment.  Changes and or corrections are done as needed.
