Title: Out of state hunting question

This may be a really dumb question but I wanted to ask some of you guys on here who might have more experience with out of state hunting than I do (none). 

I got drawn for unit 49 in Idaho for Elk (beginning October 15th) which I've been told is a great draw.  Unfortunately I can no longer take advantage of this opportunity due to a family issue.  My question is, can I give the tag back so another hunter can use the tag?  Can I sell it or sign it over to another hunter?  I feel terrible I can't go and feel I've wasted someone elses good hunting trip.

It cannot be sold or signed over to another hunter.  You can turn it back in to the Idaho fish and game.  They would then decide whether to re-issue it or not.  I'm not sure how they would re-issue it to another hunter since the second drawing application period is already closed.  I would love to have you sign that tag over to me.....
