Am I reading this right? If passed, the person would have to own dogs to be able to participate?

I think that is correct. When they first brought it back only with people who have dogs could apply for the hound permits. Then they changed it so everyone could apply for the tag even if they did not have dogs. So I think they are trying to put it back to where you have to own dogs to be able to apply for the permits.

I don't believe that bill is going anywhere. Hans Dunshee added some amendments that essentially killed the bill last year. I talked to Blake about it and it seems unlikely he will be able to revive it.
