Obviously radio collaring wolves is the most effective way to monitor wolves, Also the most expensive.
The methods described in this fairly long but very interesting read, I feel could be used by trained volunteers to survey the wolf population at a very reduced cost.
We hunters need to push for the immediate surveying and monitoring of wolves!
