The Senate Energy, Natural Resources and Marine Waters Committee will hold a work session on Thursday, February 16, 2012 at 1:30 p.m. on the confirmation of Jay Kehne to the Fish and Wildlife Commission and Ted Willhite to the Recreation and Conservation Funding Board. Although this meeting is open to the public, there will not be an opportunity for public testimony. Therefore, I will be presenting letters and e-mails supporting and opposing these confirmations at that time.

In fact, he is a paid employee of radical environmental group Conservation Northwest and serves as its Okanogan outreach associate (wouldn't this constitute a big conflict of interest?). Conservation Northwest was founded by Mitch Friedman a former Earth First! radical who lists "spending many hours in the canopy of ancient trees as one of the first tree-sitting protesters" on his own webpage. Conservation Northwest advocates protecting wolves and with Jay Kehne they are really putting the wolf in charge of the henhouse.

WA hunters push to block confirmation to Wildlife Commission
Washington State hunting activists are pushing hard to block the confirmation of a man named Jay Kehne to the state Fish & Wildlife Commission, arguing that he should not be sitting on the regulatory panel because he is a “paid employee of an environmental organization” called Conservation Northwest.

OLYMPIA -- Members of a state Senate committee grilled a controversial appointee to the Washington State Fish and Wildlife Commission as they prepared to vote on whether to support his confirmation.
Jay Kehne, who works for Conservation Northwest as the Okanogan County outreach associate, was nominated by Gov. Chris Gregoire. As part of his confirmation, he testified Feb. 16 before the Senate Committee on Energy, Natural Resources and Marine Waters.
At the beginning of the meeting, committee Chairman Kevin Ranker, D-San Juan Island, said he would not allow public testimony, but that committee members had solicited input beforehand so constituents could ask questions through their legislators.
John Stuhlmiller of the Washington State Farm Bureau said after the meeting that the chairman has a lot of latitude and was within his authority to disallow public comment at a public hearing, "but I have never ever seen a gubernatorial appointment where they didn't allow comment. ... (Ranker) saw it was a flashpoint appointment."
Kehne, who lives in Omak, Wash., worked 31 years for the USDA Natural Resources Conservation Service in Eastern Washington, according to the Conservation Northwest website. He said he grew up hunting and fishing and interacting with farmers and ranchers. He raises horses and meat sheep on five irrigated acres.
He acknowledged that wolves will be a key issue he will deal with on the commission, and he's aware of the effects of wolves' presence on ranchers and hunters.
"Wolves coming back will not be easy," he said.
Sen. Jerome Delvin, R-Richland, said he had received many e-mails in opposition to Kehne's appointment, mostly focusing on his work with the conservation group, which calls itself "the premiere group working on recovery of Washington's wolves."
Kehne responded, "Look at their record. They're always trying to compromise."
Sen. Bob Morton, R-Kettle Falls, asked Kehne if he disagrees with any of the policies of Conservation Northwest.
Very few, he replied. "I bring Eastern Washington values into Conservation Northwest conversations."
Morton noted that the nine-member commission is made up of three members from Eastern Washington, three from the west side of the state and three are at-large. Referring to a concern voiced in constituent e-mails, Morton asked if Kehne would consider being a representative from the west side instead.
The Farm Bureau's Tom Davis said Kehne is from Eastern Washington, "but he aligns himself with Conservation Northwest. ... He's not representing the position of his neighbors. It's a Seattle world view."
Sen. Val Stevens, R-Arlington, said she had heard from five Farm Bureaus who oppose Kehne's appointment, including 98 people from his own county.
"Why are they adamantly opposed to your appointment?" she asked.
Kehne said the effort to mount opposition against him was well-organized.
"I doubt that any who signed in opposition have worked with me," he said. "I've become an appointee during a very divisive time, especially concerning wolves."
In closing the hearing, Ranker said he was impressed by Kehne's poise and ability to respond to hard questions.
"It's clear to me the governor made a good decision," he said.
If Kehne's nomination is approved by the committee, it will go to the Rules Committee and to the Senate floor for a vote.

We just might want to keep writing our individual senators on this, since if they OK'd him in committe there will be a full senate vote. Has anyone heard from Senator Morton?

I fear a day will come when hunter numbers in Washington reach a new all-time low, and the Commissioners will start asking "Why is this happening? Why didn't hunters tell us about their concerns?"
Of course, we have - but are they listening?

Senator Morton is on our side 100%.........Even so, I have a bad feeling about this.....
Lets not forget.....Commissioners....skummissioners......they are Governor appointees.....they are hand picked to pursue a set agenda, no two ways about it. Thats why I would like to see them voted in by region. :twocents:

This is from Senator Morton’s Newsletter that I just received today. It sounds like we all helped to discourage the confirmation, they did not vote to confirm him, but it also sounds like we need to keep following this issue. I have been told the committee chair was in favor of Kehne and could assign another hearing for his confirmation. I have asked Senator Morton to let us know if any further action is planned, I will keep you posted on this. By working together on these important issues we can all make a difference.

My thanks to all of you who contacted me regarding the confirmation hearing of Jay Kehne as a member of the Fish and Wildlife Commission. Your insight and suggested questions were very helpful to me. For the information of other readers, Mr. Kehne was appointed to fill an Eastern Washington commission position, but his philosophy is more in tune with environmentalists than ranchers and farmers. As an employee of Conservation Northwest, an organization dedicated to “keeping the Northwest wild,” Mr. Kehne is not going to be our voice on the commission. There was no vote to move his nomination forward at the end of the February16 hearing. I will keep you posted. We had a hearing on the Jay Kehne confirmation last Thursday, but it has not been set for executive session yet, and I'm not sure if it will be set for executive session or not.

J fear that Senator Ranker will not give Kehne another hearing. I count for votes on the committee for confirmation and four against with one undecided. They will do what happened with Kehne what they did with all the other Commissioners and let him serve unconfirmed.

I expect you are right. A new governor could appoint different commissioners, the next legislative session could revisit the confirmation. :twocents:

We know where Ranker stands. A quote from the story:

The sad part of this is the fact that even without Confirmation, he will still be filling that position until a new governor decides to unseat him. By letting this issue die in Committee it leaves him seated just as it did most of the other 5 seated Commissioners. I am not positive but I believe that only one of the five current Commissioners was confirmed.
Bottom line, we are stuck with him anyway.
I think we should strive to get a law passed in the next Session (2012-2013) that would require any and all Gubernatorial Appointments to be confirmed in order for the appointee to perform any duties required of the position. I know we tried very hard to keep this from happening, but I suspected from the get go that our efforts would fail. Why?, because they do not really care what we think. My observations over the years lead me to believe that corruption in our system runs to the deepest depths....they will have their way, and there will be no denying it.
Sure there should be a law disallowing their involvement in an appointed post until there can be confirmation, but the lack of them being responsible and voting in such a law has about the same chance of happening as us keeping someone from being appointed. Each and every one of them puts their personal career and interests before anything else. Right wrong, honest dishonest......doesnt matter.

It is what it is because there were Senators opposed to Jay Kehnes Confirmation and they had stacks of letters written by concerned citizens and organizations opposing Jay Kehnes confirmation. It is a definate flaw in our legislative system that causes it to appear the way it does. When our lawmakers and Committee Chairmen are allowed to let a bill die in Committee, there is no further action taken during the session. It is unfortunate for us that they can go against our will using tactics that allow citizens and other lawmakers to be ignored. In this case Senator Kevin Ranker was in favor of Jay Kehne. Kevin Ranker being the Committee Chair is the person responsible for calling an Executive Session to move the Bill to the entire Senate to vote on the issue. He is well aware that if he choses not ot call the session the Bill will die in Committee and Jay Kehne will fill the seat unconfirmed anyway.
Be aware that we were heard loud and clear. 250 + names of WFW, Hunt-Wa, SCI, HHC, WWC, & WCA were on a petition that they received. All the opposition was the cause.
The next time Kevin Ranker runs for a political office, remember what he has forced upon us.

I cant be consoled by a failure because there were signatures....NOT ENOUGH CARE......the shear numbers of those against us as hunters makes our collective voices weak. Sure there are a few politicians who acknowledge our point of view, and maybe some of them actually share it. But.....the number of those who could give a rats ass far out weigh us, and have a HUGE voice.
I have sent many e-mails seeking reasons for lack of commissioner conformations.....only responses are from reps of my district......other than that, ZERO response.
I feel if more people would go to Lobowatch and take the time to view the hour long video, then maybe, just maybe, some more people will understand how big this problem is and how insignificant we and our views and demands are. Again, I'll say I intend to stay the course and keep up the fight.....however, I think the writing is on the wall........
Letter writing, political posturing,and trying to be politically correct is what it is......NOT ENOUGH. Claim victory if you want.....I for one do NOT see it.

There is a flaw in the confirmation process in the state of Washington. Federal appointments have to be confirmed before they can serve. Many of George W. Bush's judicial appointments were not confirmed because of Democratic filibusters, and these judges did not serve. The fact that NONE of the eight other commission members were confirmed is a sad state, and with Kehne serving, we have nine commission members who are unconfirmed. If things were done the way they are at the federal level we would have an empty commission. This process needs to be changed.

I guess in Kehne's world if you haven't worked with someone you have no right to criticize him.
I believe the "sleeping giant" of hunters is finally awakening. We're all getting pretty sick and tired of more and more agencies taking more and more away from us.

Bob, you are so right about San Juan County. The 40th also includes eastern and northwestern Skagit and southwestern Whatcom counties. There are a lot of hunters in Skagit County, but the 40th takes in Bellingham, another Democratic haven and the largest population base in the district. What a gerrymandered district!! Bellingham was in the 42nd as was most of Whatcom County, but this new map makes Ranker awfully tough to beat.

When the one lady from Conservation Northwest was commenting was the only time he had a smile on his face. There was no question where his priorities lie."
Was planning to make that meeting, but being unemployed most of last year, when the opportunity to get on out at the BP refinery for the extended turnaround (and with both Friday and Saturday being overtime all Day) I could not refuse the money. As you will notice It's 3;44 Sunday morning so I'm going in again today (double) with an hours less sleep than normal

Wasnt Kehne a island county Sherrif? If its the same one in question, I have friends that live on Camano island that had been harased from him for years.(if its the same one) Kehne has LONG list of harasment charges proven agenst him in court!
