The targets are made by a good friend of mine in NW Montana, Terry Zink.  The fill material is shrinkwrap and the skin, which can be replaced, is woven banner material.  Here is one all shot to heck and then once the material was replaced, which costs $25 for a new face.  He makes them 3x3, 4x4 and 4x6.  All three are 18 inches thick.

Sorry for the slow response.  Probably best to ask Terry, there is a post in the Sponsor's classified section.  I believe it is stuffed, not layered, but check with him to be certain.

We compress the shrink wrap in the targets and compact it two ways.
