I think there was an article in the Everett Herald a while back about USFS working with some group releasing beavers in drainages up that way.  They were putting them in places where none existed to try to establish them.   Guessing the areas they chose where uninhabited for a reason and the critters headed down stream to more friendly environments...  I might have even seen in on here when someone posted it, can't remember.  It was commicle.
May that for which I prepare never come to pass.

Yes beaver northwest and the tulalip tribe have been doing it on the snohomish and skykomish river systems  . I've been on the phone today

Glad you solved they mystery of the pierced beaver! Who is beaver northwest? Same as wolf northwest?

Floy T-bar Tag, also known as a spaghetti tag. Pretty common fish or wildlife tag used for different purposes. Kind of surprised it was not marked with some type of identifier, they are readily available in many colors with any wording or sequential numbering you want. We used hundreds a year for different mark recapture projects.

Would like to know where this 2nd chance nuisance beaver came from.  Seems odd that it was tagged without a trackable identification number. 
Any info on where it came from, when/where it was released and what the end goal was?  Are they just turning them loose on someone else?

Where did you catch it?  It is no longer illegal to relocate beavers on the westside.  New legislation passed this past session.
