From what I read ANYONE WHO APPLIED can purchase one.  Even if you drew and didn't purchase it in time u can purchase it otc.

somewhat conflicting.if you have your deer tag and want to get in on the second chance you have to wait until the 16th to surrender it before you purchase?you must have your tag at time of purchase on the 15th?

Ok so they will sell the multi but you have them void it the next day.cant be voided at any time before that.

note to self next year don't get tags until its done.

The Washington Department of Fish and Wildlife has exciting news! You are eligible to participate in a first-come, first–serve Multi-Season second chance purchase on August 15, 2017 at 10:00 a.m.
 
Applicants who purchased a Multi-Season Application and applied for the drawing, but were not selected, will have a chance to purchase a permit for each Multi-Season application purchased for the 2017 license year. Applicants who submitted an application for the points only option are not eligible for this second chance purchase.  To review your Multi-Season purchase(s) and their status, login to your WILD account and select Special Hunts.
 
Purchasing Information:
Multi-Season Deer or Elk Permits will only be available for purchase at an authorized WDFW License Dealer, WDFW Regional Offices, or Headquarters.

No online sales will be provided.

Multi-Season Elk Permits will go on sale first starting at 10:00 a.m. on August 15. Customers will only be able to purchase a Multi-Season Elk Permit at that time. Ten minutes later, at 10:10 a.m., Deer permits will become available for purchase. If you are planning on purchasing both permits, you will have to do so in two separate transactions.

Multi-Season Elk Permits are expected to sell out in 30 seconds or less. It is likely that only one in every 20 license vendors will be able to complete a transaction for the Multi-Season Elk Permit.
It is required that you have your General Elk or Deer License before you purchase a Multi-Season Permit. Make sure to do this ahead of time.

If you have your General Season Elk or Deer tag, you must surrender your General Deer or Elk Tag at the time of purchase. There are no exceptions. You will not be able to mail in your General Deer or Elk Tags at a later date.
On August 15th your General Season Deer and/or Elk Tag will not need to be voided at the time of your purchase.
 
On August 16th you will need to contact the Washington Department of Fish and Wildlife Headquarters at (360) 902-2464 between 7:30 a.m. to 4:30 p.m. to have your General Season Deer Tag voided before you purchase a Multi-Season Deer Permit.
 
If you participate in the first-come, first serve second chance purchase and are successful, you will not lose points in your Multi-Season Deer or Elk application categories.

Oh mah is right. Conflicting information in the WDFW info that Pegasus just posted. The last part of this paragraph is wrong-

Can you get just the big game hunting license without a tag? From what I read above (from Pegasus) I guess I need the license before I can get the multi-season?

Buy which ever combo lic you want, just don't select a tag.  If you do, you just have to surrender that tag when you go to purchase the multi tag.

Ok. So the email is confusing.

I will be in Alaska fishing next week and won't be able to buy a deer multi season until I return on August 21.  Assuming they are not sold out, do I need to call and cancel my tag first?  Or do I just need to surrender it at the point of sale?

Bigelk1030-  I would take your tag with you to a license dealer, and be sure to do it Monday - Friday during business hours. The dealer will probably have to call the WDFW and have your existing tag voided before they can sell you the new one.
