Saw 4 people (including at least one confirmed WDFW) on Smackout Pass Rd. powerline investigating a dead cow on or around that day, the 9th. Looked like CNF Land.

Sounds like a bear live trap possibly adapted for other uses. There are also deer/elk traps that use a guillotine door. Just because it was in the back of the truck doesn't mean they were going to drop it off and try to capture a wolf. What I'd like to know is who was it and what are they doing? A license plate number or a photo would have been great. Has anyone bothered to ask WDFW?

That could be.If it was a cage trap I would be skeptical of it being a bear trap but it could be for cougar complaints.
