Thanks for the correction  elkcollector.  My understanding came from an Oregon resident.  I will check, but I doubt the quota is met very often.
It never changes, but it is always different.

There are a couple zones that allow hounds. Obviously issued permits. For mule deer recovery.  I believe one is in the south central area. Other would be up in the northeast area. Last that I looked those are the only areas that come close to quota limits. Cause boot hunters and houndsman all count against the quota.
