If there are that many goats there should be more tags then, since the WDFW themselves says one tag for every 100 goats basically.

We have 27 goat tags now.  Seems close to your math above.

An average of 2900, so maybe they owe us 2 for a total of 29??

Seemed like a sloppy number basically their count could be off by as much as 1000. Which counting goats can't be easy to be fair.
