Shouldn't they get witnesses people trust?
They just go to different floors of the NRB and pick someone.

If anybody sees a gaggle of WDFW officials walking out of the building tonight with armfuls of grunt tubes and elk calls, somebody better check to see what Mr. Phelps got for permits  :chuckle:

Can you lose your points by not buying any applications or submitting for the draw for a number of years? I have 7 points for a  multi-season elk and a couple for a MH damage hunt. I bought the application for the MS Elk last year but didn't assign it. I bought nothing this year. I want to make sure I won't lose those points.
