There aren't leftovers in other categories just MS. OIL tags have backups if primary tag holder turns it down.
Bonus to $$$ up front is if there are leftovers they could sell them right after the draw rather than 2 weeks before season.

I think they'd need to have the regular special permit draw before the multi-season if they wanted people to pay multi up front.

Years ago, you had to put the money up front for OIL. You were sent a check if you did not draw.
 I believe I paid for one OIL tag, but not the other two.

Gathering is easy. Hunting is a challenge.

I dont think they have a problem with leftover OIL tags and would cost the department money in the refund process. Maybe require a valid CC for OIL apps. Multi season goes through this every year and in more recent years there have been more deer apps than tags, yet there were 2800 unclaimed deer tags this year. I think MS is really the only one at this point that should require pay up front, 2800 guys weren't able to use the tag to full potential.

I believe the first draw gives MS elk guys the option to opt out if they drew for a special hunt.  It seems the easiest way to handle the unsold MS tags in August is have a second draw where applicants provide a CC number or check to apply.  If you are drawn in the second draw, you bought it.

Tried to buy my MS deer tag today.  WDFW phones are all jacked up in the licensing division.  You get a recording that the number is no longer in service on the two lines indicated on the website.  Had to call the main WDFW main line and get transferred in.  Once I went to the store to turn in my transport tag and purchase the MS tag, the clerk ran into the same problem, and went through the same method I did to talk to someone in Licensing.  That department doesn't know what's up with the phones.  They think they work fine.   PITA!  At least ninety minutes wasted doing a transaction that should take five.

also let hunters who didn't apply just go buy once the leftovers are released.. makes no sense at all a licensed hunter cannot go buy a leftover :bash:

Reasoning? If you're willing to pay for it when you draw it you should be willing to pay up front. Another option would be to give 30 days to purchase if drawn. Again possibly 2800 deer guys and 130 elk guys this year are paying the full amount but cannot use it for draw options, kinda BS if you ask me! I agree if you pay up front then leftovers should be available to everyone!

If they should be made avail for everyone, why not did everyone one apply in the beginning? Should only be made avail to those that purchased the MS deer or elk application to begin with. Or no one would jump in a purchase an application, and just wait to buy the leftovers.

MS deer though, they could just sell over the counter, hunter's buying them until all 5800 or so sell out (which is never).  Why so many apply for this tag then never even purchase it makes little sense to me.  Certainly, they didn't all draw a special hunt.  Perhaps it just gives them options later in the season.

I wouldn't mind paying up front if they ran the draws a little quicker.  No  point in building up interest on the credit card unnecessarily.
