It's a lake trout. 
As long as we have the habitat, we can argue forever about who gets to kill what and when.  No habitat = no game.

Bull trout is likely.
As Stein mentioned, need to see the top fin or tail for a definitive i.d.  Looks like it was caught off the shore.  Lakers are a deep water fish except when spawning.

No always true. I've caught a few Lakers from shore about this time of year and in fall

Looks like a Lake Trout/Mackinaw to me too.  At Lake Pend Oreille they get pretty big, I think the record is something around 40+lbs.  Not sure if Idaho Fish and Game still have a bounty on them or not, but they used to pay you $15 for every Mackinaw fish head you turned in.
