Any advice for late muzzle elk or deer?

Asking for a friend. Eastern Wa. 113 for whitetail looks good.  Any thoughts on eastern elk?

I was researching the late elk hunts for the east side and it is pretty discouraging.  Out of all of the units open, only two units have elk on them.  Why WDFW even lists those other units is beyond me other than miss leading people to sell more tags. :bash:

There are elk around in the other units but they're sparse ;)
