Your not going to find much for elk in the north east part of the state and if you plan to hunt mule deer that's also not a good place to start.  The Yakima herd is the biggest in GMU's 329, 328, 340, 342, 346, 360, 352, 356, 364.  The problem is everyone knows these units have the most elk and will be super busy during modern rifle.  It's also spike only which makes it even harder but you'll see animals, which is more than you can say about those any bull northeast units.
