So which is it?

HUNTING METHOD:
• Muzzleloader tag holders can only hunt during
muzzleloader seasons and must hunt with muzzleloader, archery, or crossbow equipment. Hunting
equipment must meet regulations on page 85



Page 85
Crossbows:
1. It is illegal to hunt big game with a crossbow
outside of a modern firearm season. Crossbows cannot be used during muzzleloader or
archery season.
2. It is unlawful to hunt big game with a crossbow
with a draw weight less than 125 pounds and a
trigger safety that doesn't work properly.
3. It is illegal to hunt big game with any arrow or
bolt weighing less than 350 grains.
4. It is illegal to hunt big game with any arrow or
bolt that does not have a sharp broadhead and
the broadhead blade or blades are less than
seven-eighths inch wide.
5. It is unlawful to discharge a crossbow from a
vehicle or from, across, or along the maintained
portion of a public highway.
6. Exception, disabled hunters issued a Special
Use Permit and in compliance with WAC 220-
413-130 and 220-41
Economy failure = Too many people spending money they don't have on things they don't need to impress people they don't like.

There was a proposal to allow crossbows during muxzleloader seasons but it was not enacted. They are not legal.
Nature. It's cheaper than therapy.

There will probably be several errors found, and corrected in an addendum. The only authority is always the RCWs and WACs.

Really wonder what the rationale for only allowing them to be used in modern is. I can’t see them possibly being a superior weapon to a muzzleloader. Is it because they’re generally equipped with scopes?

Isn’t some of that to allow disabled hunters the use of crossbows? I thought that was why it was worded that way?

I don't think so.  It is just a mistake.  Not all disabled hunter are allowed to use crossbows during archery or muzzle loader season.  You have to have a doctors application filled out that specifies your disability is not repairable and the only you could use is a crossbow. 

I agree a crossbow is not a superior weapon to a muzzlelaoder and even with a scope the affective range still isn't much over 50 yards.

No. It was pulled from consideration a few days before the meeting along with the proposed crossbow change and several others.
