Bellingham Bay salmon fishing?

Shot in the dark here:
My buddy is a first year boat owner and is up in Marine area 7. Any tips or pointers I can give him for fishing salmon in the bay? Is it even done much? Do pinks run up there? Any help would be greatly appreciated. Point me in a good direction? Thanks.

Looks like Bham bay is the only place that is open to salmon fishing on the mainland. Dang...
