How do the Idaho land owner tags work?

Can land owner tags in Idaho be given to anyone the land owner chooses? How does it work? Im assuming as a non resident I would have to buy an ID hunting license in order to use the landowner tag? I can’t seem to find any answers online

there are a few different ways, depends on what the landowner applied for through IDFG...the regs explain it but my take is: X tags are extra tags often used for culling animal numbers in certain units and you apply through the normal permit system, if drawn then the tag will have a stipulation such as what part of the unit/units and if they must be on private property or within a certain distance of Ag lands, etc. the next one is an allocated tag, where the landowner gets a certain number of tags (I think these can only be distributed to family/friends or residents and CANNOT be sold or bartered for), the third way, and maybe the one you are asking about is the voucher system, which is a form the landowner fills out (in triplicate) that is given to them from IDFG for damage control only and the landowner provides it to the hunter which allows them to harvest the animal and the form must be presented to IDFG to purchase the tag (prior to the hunt), again it cannot be sold/barter for and the hunter has to buy the tag...not sure if this is an extra tag or not and is limited to just that landowners property and time referenced on the form...the difference between the last two is one the tags are given to the landowner and the other is the hunter must buy the tag with the permission slip from the landowner and is not restricted to residents only...maybe I am wrong ,but that's my take on it from the regs.

Grade, you mostly got it but there are also controlled tags set aside in most of the controlled hunts in the state in the Landowner Appreciation Program. LAP tags are good unit wide, and I believe they can only go to the landowner, family and maybe employees but I tell you IDFG doesn’t make it easy to find information on the LAP draw/regulations

They can not go to non-residents. Wifes uncle tried to give me one a year or two ago.  IDFW said "NO"
