I could be wrong, but don't the biologists report within WDFW, then the WDFW updates the commission for their input and decisions?

From what I was told you are correct.

Biologist to directors of region.   Directors of region to deputy director, deputy director to the director, and she to the commission.      Does that sound accurate?

Nope. The Regional Directors are simply figureheads who mainly deal with political issues. A field wildlife Bio will report to a regional wildlife bio who reports to the HQ wildlife bio.

The only person who truly reports to the Commission is the Director. But of course every WDFW employee eventually reports to the Director via chain of command.

As stated above, District Bios report to RPMs in terms of supervision or chain of command.

But, the bios make harvest recommendations - based on surveys, harvest data, damage issues, etc... - to the Section Managers (e.g. Ungulate, Carnivore, Waterfowl) who work out of out of Oly. These recommendations can get massaged a bit before they go to the commission, then well... we're seeing what can happen next

THankyou guys for the information.

So if I have 17 district biologists.  How many of them reported to their RPMs that Spring bear hunting needed to end due to the lack of bears or whatever the reason was?   Or how many RPMs reported to the top that Spring bear had to end.  or

DID the commission take it upon themselves to ignore all input and end it themselves. I think we all know the answer to that.   If so, why do we employ these biologists, the RPMs and possibly 1600 off the 1800 employees that work under our director.

This should answer your questions Bone

AND she was So pissed she transferred out of the WDFW as a result of this stupidity! I would also add that I don't think she was necessarily a huge friend or proponent of predator management. She left this state went to another then came back. she was so pissed she moved to a different department. AND In my opinion wasn't a huge supporter of aggressive predator management. either that means my  assessment is wrong OR this state is oblivious to management your call.
In archery we have something like the way of the superior man. When the archer misses the center of the target, he turns round and seeks for the cause of his failure in himself.

The comission is putting unrealistic conditions and stipulations on the work the WDFW bios have put out, which isn't at all sub-par, but rather industry standard acceptable practices.  The comission pokes holes in the science, then drives through the agenda.
