Hunted them for years in Utah and while many did migrate to the high country there were always those that stayed put down lower. Some of the best mule deer hunting in this state (as well as other states) is down in the lower sage brush country. You have to get out and scout various areas and don't think for a second that all the big bucks automatically live in the high country.

There’s more big bucks that will die of old age that hang in some pretty thick and knarly timber, only to cross patches of sage to get from point A to point B, point B being even more thick and knarly crap. If there’s timber(thicker the better) available that’s where they’ll hang. Now if your in a unit that’s nothing but sage, it’s another story obviously.
