Its wherever the person with the highest bid that wants to hunt a certain animal. :)

A govenors tag is where gentleman bid on a tag and the highest bidder gets to hunt basically anywhere legal, and all year.  Same as the raffle tag, but alot more expensive.

My point is that 'highest bidder' for use/consumption of something that everyone in this state owns, doesn't seem fair.... If the average man cannot compete for the tag, end it.

While I generally agree with this statment, when and if it all goes to preservation then one or two doesn't bother me much. But what does bother me is the muliple permits, say for cougar that are given out to a small group.
