Why not jack the price of gas up to $5 bucks a gallon.  Some people aren't all that serious about driving anyway.  I don't like your logic.  It just costs me more money.  Set a time for it, and if you wait to the last minute and something goes wrong, too bad for you.  Hell yes re-draw if it wasn't fair.  Do you think I have paid all of tis money the last 10 years just to forget it this year because they screwed up.  I really don't care at this point if I don't draw again, as I figured it was all said and done and I have already turned in my vacation.  But dang it, make it a fair drawing.

Or do what Wyoming,colorado,Idaho ect sent them the $ then get a refund check if not drawn. ya it sucks to send that much $ out every year but If you want to go that bad you find a way to do it.
