Title: Lead, Sub-1,000fps 9mm ammo

I am looking to join a local indoor rifle and pistol club. However, they have strict rules in regards to types of ammo that can be shot. Specifically, the rule is:

What is allowed to be shot?
    - Any .22 caliber rifle or pistol is allowed.
    - Any Pistol caliber as long as it is 1000 Feet Per a Second (FPS) or less. This means no magnum caliber, no high power rifles, no .17 caliber rifle or pistol.
    - Due to our back stop only Lead, Copper plated, Nylon coating, or Copper wash ammunition is allowed to be shot.
    - No Jacketed ammunition is allowed on the range at any time (this includes semi-jacketed, full jacket, partial jacket, military ball or any other type of ammunition with a jacket of any kind) If any member or member's guest uses jacketed ammunition on the range the member will have their membership revoked. This is a safety issue!
    - NO Shotgun Shells are allowed to be shot and this includes the Judge pistols or pistol that can shoot shot shells. These shotgun shells destroy our rubber backing that prevents splash back.

I would be shooting 9mm, so the question is, how easy is it to find ammo that meets this criteria? I currently do not reload.

I believe some on e is making an all lead 9mm aluminum case with a Nylon "jacket" for pretty damn cheep. I think i saw it at Cheeper than dirt was pretty reasonable but obviously not reload-able.

Sounds like your shooting and Vancouver Rifle and Pistol Club!  I think Discount Gun's in vancouver had made rounds for this.  Most people just reload, so it helps for dealing with this.  Used to reload the .357 with light loads and cast lead bullets, so it fell within the guidelines.
