So if a bear comes into my elk bait and i Shoot it I cant get in trouble for baiting bears The bait is appels and corn

You can bait elk and deer, just not bear or upland game birds.

This is incorrect. No where in the RCW's or the Regs does it state this.

Yes. Would be considered baiting bears. I wouldn't risk shooting one in an area that you know is being baited.

You can't shoot bear over bait...period.. doesn't matter if it's deer bait, elk bait or fish bait... can't shoot them over bait.

Yep, baiting deer/elk is legal , but not bears.

If you are hunting over a elk or deer bait that the bears will/would/do eat then yes you can get in trouble for shooting that bear.
