Governor Appoints Members to Blue Ribbon Task Force on Recreation
Group Holds First Meeting April 9
 
OLYMPIA – Governor Jay Inslee’s new Blue Ribbon Task Force on Parks and Outdoor Recreation will hold its first meeting April 9.

The Governor called together leaders in outdoor recreation to develop an action plan and recommendations to manage, transform and leverage Washington’s outdoor recreation assets and state programs. In his executive order, he asked that the recommendations focus on increasing outdoor recreation activities and promoting recreation-related jobs and business. The task force must complete its work by September 19.

The 28-member task force includes 16 voting members who are citizens involved in outdoor recreation and recreation-related businesses, 8 state agency representatives and 4 legislators. See a list of members.

Outdoor recreation in Washington directly supports 227,000 jobs and generates $22.5 billion in annual spending on things like equipment, lodging and apparel.

“This isn’t just about Washington’s economy. This is also about a generational legacy in our state,” Inslee noted in a news release announcing his executive order. “We need to leave a Washington that allows every single one of us – young or old – to experience, play and relax in some of the most beautiful trails, parks and lakes in the world. I know we can find a way forward to making sure Washington’s beautiful outdoor spaces are promoted and preserved for generations to come.”

The April 9 meeting will run from 9 a.m. to 1 p.m., in Conference Rooms A, B, and C of the John A. Cherberg Building, on the Capitol Campus, 304 15th Ave. S.W., Olympia.

At this meeting, task force members will review existing research and learn about demographic and recreation participation trends and the economic benefits of recreation. They also will get an overview of state recreation programs and hear presentations from local parks and federal recreation programs. See agenda.

Congrats Dale,   I hope it doesn't consume all your spare time.  Vincent Buys is my rep, I'll give him a shout and introduce you to him in advance.     Who is Conor Inslee?    A relative of Jay's???   Hope not, hate despotism.    Anyway, Our guys are already spending a bazillion $$ a year to play outside,  if anyone wants more money, make sure the others catch up first!!

Would be much more appropriate to appoint members based on the revenue source.  You think that might change the member landscape.  My guess would be that there would be quite a few more hunting and fishing members representing their constituents.  Sorry to be unimpressed, but it's just how government gets buy in's for their agenda.  WDFW does it all the time. :twocents:

But hey, if anyone can probably make some headway, I'm sure it's Dale.  Good luck.

Here's what I told my rep.

"Vincent,   
I am glad to see that you are on this task force.    As an avid outdoorsman, I know you realize that hunter's and fishermen have long carried the financial burden of providing funding for virtually all other users of the great outdoors in this state.   I would like to encourage you to look up Dale Denny, owner of Bearpaw outfitters.  He is a member of the task force and a wealth of knowledge and information regarding the  former, current and potential future uses of the great outdoor resources of this state.   Of all the members on the task force, he will be speaking for perhaps the greatest number and definantly the most important financial stakeholder during these discussions.   

I hope to see some positive improvement in not only the use of our resource, but also in it's funding model.
Feel free to call and chat about this if you have the time or inclination.  I, and many outdoorsmen will be watching the progress of the task force. "

I think I would want an answer to that as well, outdoors for all sounds like a made place to hide funds and for some relative to get a b.s paycheck and benefits.... go gettem bearpaw  :tup:

Congratulations Dale. I'm sure you'll do the best you can to represent all Washingtonians in this endeavor. Even though the line of thinking espoused here by many is that if your job is in one sector, you can't possibly be impartial or fair.

I don't follow that line of thinking though and I trust you to look at all sides of the issues before you and listen to all the different points of view and then make decisions based on what is in the best interest of everyone in the State, not just us hunters and fishermen.

I don't envy you though. No matter what you do, you'll be taking heat because you can't satisfy everyone all the time.

He isn't one of those who wanted to remove the dam at Lake Chelan so the gorge could be kayaked!??

The reality is that ALL of us that go to meeting and such and report to everyone... OUR failing is that we are not organized... so let this forum be the tool we use to spread the word...

Congrats to Dale as a most highly respected representative of the hunting community. The patience of Job to ya!

As an aside: I would not expect Dale to comment much on this program. I suspect that meeting minutes will be available and official statements may be made thru some spokesman. We all feel that we have 'an inside track' because of our relationships with Dale, but besides adding this to his already overflowing plate of activities (whereas he won't have time with travel and running a business to boot) it would/could undermine his respect and ability to negotiate on this panel by coming here and announcing his personal feelings toward the process or its members.

I trust Dale to represent us and I know he reflects our passion for the sport.

I patiently (or impatiently!) await Official News as this program progresses.
We are, of course, welcome to write & email our views to any or all of the members of this task force.  :tup:

Ben Klasky and Conner Inslee.... two pieces of work right there. Klasky is a part of Islandwood, real crazy environmental "learning facility" on Bainbridge Island, his views on wildlife conservation are scary. Conner Inslee (Jay's son) has about fried every brain cell possible and has no free thinking abilities, just a puppet for Jay. Best of luck Dale but this deck was stacked from the beginning.

It's an honor to be asked by Governor Inslee to participate on this task force and I sincerely hope we'll develop greater opportunities for hunters, fishers, and other recreationists while at the same time conserving Washington's amazing resources for future generations.

The way I understand it, the task force will hold meetings for public input and hold meetings in Olympia to consider options for executing Governor Inslee's Executive Order. Because the governor recognized hunting, fishing, camping, off-roading, horseback riding, and other outdoor activities important to so many of us that are not always represented in Olympia, I am pleased to be invited to participate on this task force and will do my best to use this opportunity to benefit all types of outdoor recreationists and businesses. To my knowledge the goal is to gather input to help with recommendations, to that end I hope to use this forum as a vehicle for gathering input from sports men & women around the state. Once I attend the first meeting I'm sure I'll know the parameters I'm expected to act within. If acceptable, I will use the forum to gather input.

I underlined the areas of the order that most influenced my decision to accept the appointment.

WHEREAS, outdoor recreation such as camping, hunting, fishing, wildlife viewing, boating, hiking, off-roading, cross-country and downhill skiing, mountain and road biking, scuba diving, surfing, horseback riding, and more strengthen the social and cultural fabric of communities and provide important and valuable contributions to urban and especially rural economies across the state; and

WHEREAS, Washington State Parks, the Department of Fish and Wildlife, and the Department of Natural Resources have seen significant reductions in funding to operate, maintain, and make capital investments in campgrounds, boat launches, and trails, resulting in a continuing maintenance backlog; and public lands managed by federal and local agencies, including the United State Forest Service, the United States Fish and Wildlife Service, and the National Parks Service face similar operating, maintenance, and capital investment backlogs;

WHEREAS, the state lacks strategies for transforming its approach to outdoor recreation to ensure that this sector is properly recognized as contributing to the economy, creating and sustaining jobs, improving public health, and immeasurably improving the quality of life that Washingtonians cherish;

NOW THEREFORE, I, Jay Inslee, Governor of the state of Washington, do hereby create the Washington Blue Ribbon Task Force on Parks and Outdoor Recreation.

The Task Force shall use a holistic strategy to develop an action plan and issue recommendations to manage, transform, better leverage, or develop Washington’s outdoor recreation assets and state programs to increase outdoor recreation activities as well as promote the jobs and businesses associated with outdoor recreation. The strategy, action plan, and recommendations shall:

1. Support and expand outdoor recreation jobs, businesses, and tourism across the state;
2. Promote and expand recreational fishing and hunting opportunities as a way of advancing local economies;
3. Promote outdoor recreation experiences and increase environmental awareness for youth, families, and adults;
4. Support Washington-based businesses’ use of Washington’s quality of life and outdoor recreation experiences in recruiting and retaining talented employees as well as in attracting new businesses to the state;
5. Develop long-term sustainable funding sources for Washington State Parks and other outdoor recreation lands and infrastructure managed by the departments of Fish and Wildlife and Natural Resources.

This action plan shall also include recommendations for establishing an organizational mechanism to oversee implementation of the action plan and for promoting long-term outdoor recreation. The Governor shall appoint fifteen (15) voting members to the Task Force, representing a diverse and statewide profile of both the public and private sectors from the following stakeholder groups:

1. Outdoor Recreation Business
2. Tourism
3. Environmental Organizations/Environmental Education
4. Sportsmen/Sportswomen
5. Environmental Education
6. General Business
7. Local and Federal Recreation Agencies
8. Outdoor Recreation Participants

The following state agencies shall designate representatives to participate as nonvoting members:

1. Department of Fish and Wildlife
2. Department of Natural Resources
3. State Parks and Recreation Commission
4. Recreation and Conservation Office
5. Department of Commerce
6. Office of Superintendent of Public Instruction
7. Office of Archeology and Historic Preservation
8. Office of Financial Management

The Governor shall also invite one member from each of the two largest caucuses of the Senate and one member from each of the two largest caucuses of the House of Representatives to participate as nonvoting members.

The Governor shall designate one of the voting members as the chair of the Task Force. Non-governmental members of the Task Force may be reimbursed for travel and meeting expenses at the discretion of the Task Force. The Recreation and Conservation Office shall provide staff support and administer all contracts and expenses for the Task Force.

The Task Force is encouraged to hold public meetings across the state to solicit input and collect information on regional priorities and suggestions for state action.

The Task Force shall complete its draft plan and recommendation by September 1, 2014. The Task Force shall complete its final plan and recommendations to the Governor and the Legislature by September 19, 2014.

The Task Force shall expire on December 31, 2014.

This executive order shall take effect immediately.

I'm not aware of any but it may exist.  If it doesn't exist, perhaps the task force could recommend that the governor obtain one?

I used to be very involved in these types of meeting when I represented our charter fishing group.  Very frustrating at times, particularly if you weren't part of one of the mainstream groups.  Very little accomplished at the actual meetings, most took place in the bar after the meetings.  Very important to determine who your friends were and weren't and who you could trust to say in public what they told you in private they would say.  Looking at the very, very broad scope of what they have on the table, my guess is the slant will be much more towards the economic value of fishing and hunting will be more of a sidebar.  First 4 hour meeting will probably be more lip service than anything else, but important to get the numbers down as they become the real bargaining chips in later discussions. Probably not telling you anything you don't already know, but watch your back and good luck!!!

You mean the study that starts out saying this?

"Although the study estimates net economic values and economic impacts of both commercial and recreational fisheries, it is not sufficiently comprehensive and the values are not estimated with adequate precision to warrant a comparative analysis of the two fisheries."

This is because when analyzing sports fishing, every penny that could be imagined to possibly relate to fishing is used such as gas for the drive to the fishing grounds, clothes and gear used while fishing, motel and campground costs, boats, etc.

While in the commercial fisheries, the only value attributed to the fishery is grounds price. The boats and gear used, the fuel burnt, the processing and shipping jobs created, the fish market jobs, the repair jobs, the boat building and repair jobs, marketing/advertizing jobs, travel costs, packaging and shipping containers, and many many more are left out of the equation. Also, the value to the public who likes to eat fish, but don't care to or can't afford to go fishing or just find it more convenient to buy their fish at a market is left out.

There has never been a REAL comparison done between sport and commercial fish values. There have only been studies that reach the conclusion that was desired before the study began.
