Title: Spring bear success rates

I noticed that too. It's ridiculous people can't take 5 minutes and do their hunt report. I think they need to increase the fine from $10 to $100. Or, since there aren't that many spring bear permits, they could call every hunter who doesn't do the report online and get it that way.

Since they closed it to all access last summer and I have not heard that it has been opened and all the roads are closed it might be a perfect time for the Forest Service and the DNR to justifying closing the roads to motor vehicles.
Just leave Sherman and Boulder open close the rest.
