I don't know anything specifically about this but I would not be shocked if it is true. That region has had several instances of game violations by Eastern European individuals.

Coulee City area is a hotbed for that crowd, and they range far and wide. They have been completely unafraid of law enforcement or the consequences of being caught - largely because there weren't any. Disturbing to hear the mafia is up to its old tricks again.
If this really bothers you, you might want to contact Grant County Prosecutor Dano and request that fish and game violations be aggressively prosecuted. He is a reasonable guy, a hunter and fisherman himself, and the last time I spoke with him (regarding the terrible plea deals on the Banks Lake whitefish/Lemoore cutthroat netting) he assured me he inherited that situation (recently elected at the time), but was cleaning house and will address future game and fish violations as the thefts they represent. Remind him of the failures to prosecute the gillnettings and ask if he's made changes to prevent that from happening again.
Of course, he can't prosecute a rumor - they've got to get caught first. That's on WDFW Enforcement - and they can't catch easily poachers without leads...

Dano is a poser. Imo he couldn't succeed in private practice so he got into politics. I was a witness for the prosecutionon ine of his cases he was trying as a defense atty. He was unprepared imo.

Well, that's not so good. I do know he sent Deputy Prosecutor Santiago packing after the Banks gillnettings plea deal. Doubt it was a direct result of that failure, but it happened and he can point to it if questioned. Hoping continued pressure will help.

Wouldnt recommend it. Just keep the WDFW Enforcement number handy, call it when you see an obvious violation.

I know they have a HUGE problem with the Russian's and Hmong illegally taking thousands of fish in Minnesota as well.

Try ice fishing Fish lake by Lake Wenatchee. Have not made it the last two years but it was getting bad last time I was there. The game dept was making a good showing then also though.

Interacted with lots of those guys when I was doing salvage cars. They were actually nice guys for the most part, but they honestly believed that if they got away with something it was Ok, or Right, or Good, or Moral. Lack of consequences was their benchmark for moral/ethical/legal.

Sadly alot of both Russian and Hmong folks will take anything and everything they can when it comes to fish, and sometimes other items. I kid you not, one time I was Bow fishing for carp on Rock Lake during the heavy spawning period and I had a pile the size of a VW bug of 20+" carp on the shore. I even got 2 in one shot. Anyway, a Russian guy came driving by and stopped and tried talking to me but I don't speak Russian so I just gestured to him with 2 hands to take them and he just popped the trunk and threw every fish in it blood, guts and all and smiled, waved and drove off. Another time, my good buddy growing up, who happens to be Thai and Italian called me up and said his mom's friends (hmong) stopped by and wanted to know how to cut a deer. I guess they saw a car hit it on Hwy 2 and just pulled over and loaded it up! :dunno: :chuckle:

That number is only operable Mon-Fri 8A-5P.
The best number is that of the local WSP office since they dispatch WDFW 24/7/365. Numbers are in the regs.

I've seen it first hand on Rufus. Probably 5 years ago my brother and I watched a couple dudes that sounded Russian keep probably 30-40 triploids.
They were stuffing them in every empty spot they could find in their boat. Not much for cell service down there so we had to wait until we got back to civilization to contact LEO. I'm sure by then,they were long gone.

I was fishing Jameson a few years back with my ex gf. We headed out there at first light during the week and nobody was there so we picked a spot on the bank and started to fish. A few minutes later a lone mini van came down the road and pulled up behind my truck. A younger kid, around 15 or so, got out and asked if there were fish in the lake. I said, "uh, yeah" and no son had I said that, the big side door and back door opened and 4 guys jumped out with lots of gear. Within about two minutes they had probably a half dozen lines in the water and pretty much set up camp. Only the kid spoken broken English and the rest only Russian. For those not familiar with the lake, at one end there is a long stretch of narrow water with a road down the side. There is at least a half mile of shoreline and these clowns decided to fish 5 feet from us. Needless to say we reeled in and moved. :bash:

Wow...its worse than I thought.. :bash: I watched a group down at the mouth of the Toutle keep every coho they hooked , this was over 12 years ago. Went back one fall a few years later and it was locked up and no access ? :dunno: After watching the same thing at blue creek, I called it a career on the Cowlitz...made me sick to my stomach. :bash:

At Lake Padden near Bellingham, I would watch the Russians catch trout after trout and put them on a stringer in the bushes. Periodically, an old Russian woman would walk up to the bush and empty the stringer into a bucket and depart/return/depart. A WDFW Agent basically gave me a shoulder shrug and told me his frustration in getting the all too liberal local legal bench to take these violations seriously. Sitting in a Whatcom County court room, I watched an older Russian fisherman cited for not punching his punch card, get off free when the local magistrate fell for, "I don't understand"..."I am new to this country". Magistrate: "PUNCH A PUNCH CARD?!?"..."I've never heard of such nonsense!"..."DISMISSED!"
At Sprague Lake in E.WA, Russian fishermen regularly take over their limit in both quantity and size. I've made a good local Game Warden aware of the problem.
A good part of the problem is cultural; they come from a political system so corrupt that the only way to get anything is to cheat, steal and lie.

I had to chuckle at the racism remark; my, "A good part of the problem is cultural; they come from a political system so corrupt that the only way to get anything is to cheat, steal and lie" was made to me by a very nice E.European/Russian fellow lake, bank angler. At the time, I was openly pondering the Lake Padden situation with him.

I saw the same situation at Alta Lake a couple of years ago. There were six guys sitting on the bank all day long for several days while we were there. Catching fish after fish and putting them on a stringer. Every hours or so a woman from their camp would walk down and collect the fish in Wal-Mart bags and take them back up to one of the trailers parked behind our spot. The women folk would then process them outside the trailer. Crazy. Hundreds of fish. Couldn't get the LEO park ranger to do anything about it. Does the fact that they were speaking a slavic language make me racist? I could say they were english speaking New Yorkers, but that would be a lie.

From my own experience I've seen the most blatant fishing/shellfish violations committed by asian and Russian heritage people. Exact ethnic origin I don't know, using those terms generally. I believe they have a take it while I can or someone else will mentality. Seasons and limits at times seem to mean nothing.

Yep ruddest people I have ever seen out on Fish Lake ice fishing. We ended up being very sly when we would real up perch through the ice. If they see you catching them they will be right next to you either chopping a new hole or wait for you to move 1' away and take your hole! Oh we held our ground to say the least!!!!!!!!

This group maybe a traveling troupe of poachers as after moving to E.WA, I recognized several of the same individuals doing an all night fish-in at the Badger Lake Public Access South of Cheney a few years ago.

I wonder how much is driven (if any) by them (all non: US, English speaking, US educated, etc) knowing they can play the I didn't know better card to the judge. Can think of a few cases where game/resource violators got real lenient punishment pretending they couldn't understand English. (the UCWarden case being a prime example) The risk vs reward, but when you know you have an out regarding the risk.

For what it's worth I believe the most frequent big game violations are local, live in the area, white males. I'd be curious if anyone had legit numbers or facts on poaching and trespassing violations in relation to ethnic background.

The worst group I know of for poaching and game violations are normally locals (not all the locals of the area but a small percentage) of any given area that believe the animals in the area belong to them because that's where those people were born and raised.

The fact that I know WA born and raised, fair skinned, english speaking dipsticks who road hunt (as far as I know, in season) with a never empty beer can in one hand has no bearing on this thread. I didn't want to thread-jack this thread that specifically mentions Russians and fishing.

I wouldn't mind turning in someone for poaching, regardless of where they may be from or what they speak. Anyone have a list of gamie #s and their areas so I could keep them on hand. Even if someone is gonna get let off with a slap, that is time away from the water and woods, and maybe work too. It'll cost them somehow.

As far as I am concerned it is believable. They have no fear of law enforcement. When they do get caught the fines are like a slap on the wrist so as far as they are concerned it is the price of doing business. Our country is weak and we allow this Eurotrash here these people who have no respect for laws and doing things by the books disregard them and we wonder why. Coming to the touchy feely state of washington is like going to heaven, being fed and getting money in your pocket to boot. I put nothing past these people, they are guaranteed to take advantage of any situation they are in. Sorry for the rant but my personal experiences with the majority of them have not been good.
