It's purpose is to be able to conceal your weapon. Your wife could not put her gun in her purse, nor wear it on her hip under her wasteband, it must be visible at all times (most cases like Bob said). Also, cannot have it loaded in her vehicle.
No, you do not need it to buy a pistol but I would highly recommend it.

Ok one more thought without the cpl can u have it loaded when it's in visible sight like if wife went for a jog but I know u can't have it loaded in the rig
Yes it can be loaded when in plain sight attached to your wife.
You really should get a CPL.....it just makes life easier and takes out all the questions. You should also probably take a basic pistol class that will answer this and a lot more questions that you are bound to have.

The provisions of RCW 9.41.050 do not apply to:
(8.) Any person engaging in a lawful outdoor recreational activity such as hunting, fishing, camping, hiking, or horseback riding, only if, considering all of the attendant circumstances, including but not limited to whether the person has a valid hunting or fishing license, it is reasonable to conclude that the person is participating in lawful outdoor activities or is traveling to or from a legitimate outdoor recreation area
I don't know if going to the park qualifies, but it is an outdoor activity in my book. I doubt if many Law Enforcement or Wildlife Officers are even aware of this law. Go butterfly watching, carry loaded and concealed from time you leave house, in your vehicle and until you return home. Jogging would qualify.

After you get your Washington State concealed pistol permit, get a non-resident Utah pistol permit. I covers you to carry in about 26 different states if you travel.

Training and regular practice is the most important thing. Too many people have way too much confidence in their ability to safely use a firearm. IMO, you have no business carrying if you haven't taken a basic firearms class and practice regularly with the weapon you are carrying.
This post should be moved out of the classifieds though...

The "considering all of the attendant circumstances, including but not limited to whether the person has a valid hunting or fishing license" makes it read as though it's not black and white. Does the wife have a hunting or fishing license? Does she want to risk arguing with a cop her intent while driving on whether or not she's going to a lawful outdoor recreational activity? Jogging and going to the park aren't listed. I wouldn't risk that when it comes to a loaded firearm in my possession and dealing with law enforcement.

I think partly the way its worded is for some kind of circumstantial evidence. You have the proper gear and attire for hiking or mushrooming. Where you say your coming from/going to is associated with the outdoor activity your explanation gives.
If you know your laws you wont have trouble in most places e wa. You would likely have a tougher time in snoho king pierce counties. 2c

Unless your firearm is locked away in the vehicle, it must remain on your person if loaded. Even with a conceal carry permit.

This is why folks get confused.
If you have a CPL, your firearm may be any where in your vehicle loaded as long as you are present.
If you leave your car and your gun loaded in your car,the car must be locked and the gun out of veiw from the out side.
As noted in the law below.
2)(a) A person shall not carry or place a loaded pistol in any vehicle unless the person has a license to carry a concealed pistol and: (i) The pistol is on the licensee's person, (ii) the licensee is within the vehicle at all times that the pistol is there, or (iii) the licensee is away from the vehicle and the pistol is locked within the vehicle and concealed from view from outside the vehicle.
The Attorney General of the State of Washington ruled on this several years ago.

That is a game law.
Which states loaded rifle or shotgun.
I have never had a game agent ask about a loaded pistol.
They don't ask because they are checking your compliance with Game Laws. CPL isn't any part of it because by checking you they are confirming they believe you are involved in Out Door Activity. Which exccempts you from needing a CPL.
Don't confuse Game Laws with Firearm Laws. :twocents:
