I would approach any farmer in the area. There arnt a lot but since its draw only and its for a kid I cant see them saying no. Call and talk to the local warden I be he will point you in the right direction.

You may try getting ahold of the master hunter in the area. I'm not sure how but someone on here knows I'm sure.

Thank you

My father drew the 65+ tag in there last year when it was called the Nooksack Elk Area 4941. Fish and game held and informational meeting for all tag holders before the hunt showing public land access and provided some land owner information. It was a little difficult to navigate the checkerboard of where you could and couldn't hunt, but not impossible. I suggest getting access to as many spots as possible as the elk seemed to be in different places all the time. The county website has a good map system showing land ownership.

Use internet exploder and the assessor offices IMap to do your permission scouting. Start with farmer johnson near the elk refuge. Hes a pretty nice guy.

thank you guys so far

I spoke to the district biologist up there before putting in for that draw. He told me they have some people that work hard lining up hunters with places to hunt in the valley. Can't remember his name, but just call or email the office.

Landowners off Burmaster and Utopia Roads experience trouble on a routine basis. Knock on a few doors, someone will point you in the right direction.

It appears that this hunt will be land owner crucial to her success
-
Were you able to talk with some farmers in the area and arrange for access?
-
Not before applying
-
PM me if she gets the permit. I can give you the names of several landowners up there...
-
You shouldn't have to much trouble getting some private land, if you talk to the Bio you can get the contact info for somebody with the department who just deals with the elk conflicts and landowners.

I have no idea why they made this a youth hunt, a terrible way to introduce a kid to elk "hunting" by shooting an elk out of a pasture in a highly populated area, Disabled Only is what this area fits best, that being said you'll not have trouble getting a farmer to let your daughter shoot one, just knock. Good luck.
