I know of a few places where I can beach the boat and if wanted to shoot flounder / souls in super shallow water
My question is is this allowed ?

Nope, in the state of Washington only common carp are allowed to be harvested by bow and arrow. Only very rarely and with special permission do we get to even harvest grass carp.

Might be worth an email to WDFW. Page 98 of the Regs states: Bottomfish, tuna and mackerel - Hook and line angling, spearfishing, and bow and arrow fishing only. That actually sounds promising for flatfish.
