Same question I was wanting to ask.  Hopefully a few Roosevelt experts around...

I've seen quite a few guys using side planers near keller ferry because the kokes spook easy.  If you're just using downriggers make sure to let your bait get wayyy behind the boat before dropping.

If you do not have down riggers,
Just long-line (some use weighted line, I never felt the need) a one ounce banana weight, dodger or flasher string, snubber, start with long leader and shorten if you do not get bites to change the action a bit.
I have best luck with pink Power Bait maggots (never had any luck with any other color) on hook first, then a kernel or two of "white shoe-peg" corn under the maggot.

Search You Tube on this subject. Think most the videos are late winter fishing them. Shane Magnason, Fishin Magjsion, Dave Graybill, Austin Moser. Good luck!!!!!!!

This sight has some good info
https://www.protroll.com/kok-all-chapters

Believe it or not the single most effective technique I found to draw a strike from a Kokanee, is doing a "S" pattern while trolling. This will slightly speed up and slow down your lure. Another is if you get a hit, go to neutral and allow you rig to sink for a couple seconds. This can trigger a second strike.

I fished Roosevelt for three days back in August, didn't touch a Kokanee. Last year was crazy, been going to Roosevelt for 20 plus years and never seen the Kokanee that big.
Swilla bay was pretty hot last year, the local guide was working it hard and putting fish in the boat, head out of Keller towards the dam and it's the big bay on the right, if you go past Spring canyon campground you went to far.
We targeted Walleye towards the end of the weekend, the great thing about Roosevelt is something is always biting, enjoy yourself, it's by far my favorite place.

Beautiful country over their.

Use your electronics to help find the fish and depths. White shoepeg corn soaked in tuna oil works well. On lake Merwin they like short leaders 8-10 inches behind dodgers.

Get on NW Kokanee Addicks on FB, lots of good people and info.

I've been watching the reports on Roosevelt Lake all summer and waiting to see if it turns out fish like it did last year, but it didn't.

I wish it didnt take me till 40 years old to figure out that hiring a guide is the best way to figure out a fishery quickly. Hire a guide for the water you want to learn and it will be the best money you’ve spent.

Yep, we found the Koke's were hanging higher and the rainbows were EVERYWHERE last Friday. 4 guys fishing, 20 rainbows and 2 kokes in less than 2.5 hours. Craziest and most fun day of fishing I've ever had, doubles and triples the whole time. Also saw two bears.
