Nothing unusual. Might not be common in the exact location he was at, but there are definitely goats in the area having been planted into the park many years ago.
Many have the idea that goats stay up high, but just like any other 4 legged animals, they move around. In the Prince William Sound and Resurrection Bay areas of Alaska, it is not uncommon to see them at sea level. Depends on what food sources are available, mating season, etc. It might have just been looking for new territory.
But why chase it off? That was a cool encounter. I'd have tried to make it last as long as possible.

He heard the rangers where going to kill them all so he's getting the heck out.

:chuckle: that was what I said to my cousin Cory (he's the guy who filmed it).
It was in an area that him and I hunt a lot and I unfortunately tore my lateral meniscus opening day and that pretty much ruined my entire season. :bash: He stopped by that day after hunting and he says " how far away are the goats in the Olympics?" . I said probably like 40 miles as the crow flies towards hurricane ridge and he handed me his phone without saying a word and put the video on. :yike:
My words were the same as Cory's!
I figured other people would like the video too so I put it on my YouTube channel and then on here.
If they're not native, does that mean there's no license required? :chuckle:
