Title: OIL applicant #'s 2016 - 2017

Any Moose - 10% decrease to 56,761 applicants; Any ram - 10% increase to 38,842 applicants; Goat - less than 1% decrease to 30,726 applicants.

MS deer and elk applicants roughly 13,000.

Is this an indicator on number of out of state applicants for OIL's?

Charge for tags up front and you will see a marked decrease is my guess.

Moose, bighorn sheep, and mountain goat permits should NEVER have been included in the point system. Not sure who ever would have thought it was good idea?

Because there aren't nearly enough tags relative to the number of applicants every year to clear out those at the top.

And that, my friends, is exactly the point!

If the "points system" does not result in a stable or diminishing number of applicants every year, then it is bound to fail.  The Washington points-for-special-hunts system is indeed a failure.

BobCat is right, in that moose/sheep/goats have ridiculously few tags compared to the number of hunters.  But the same is actually true for almost all categories of hunts.  The single exception that I can think of is the special draw for turkey.

And you shouldn't be able to apply without buying a license.   Or paying up front.  Or limit to one OIL app per year.  I know I would focus on one.  The numbers show more getting in than out of the game.  With 19-20 points, I'll keep playing until I can't remember to.

Nothing is going to change with the WA draws.   WDFW measures the success of the draw system only by the revenue generated.  Period.
