Looks to be a .45 caliber cable cutter blank.

Thanks Jolton, I think you are right. Do you know what they were used for. I googled it but could not find any information.

to cut mine anchor cables, the cutters were towed behind minesweepers.  Then the mine would float up and they could destroy it.

For another use for them. Pretty much they're in a rig that guides cable lines to be cut by the bullet. Usually attached to a plane or towed by boat.
