I was looking at those and for the life of me I can't figure out what the state is trying to accomplish with those tags ...maybe someone knows that can shed some light on it ..seems to me your hurting the herd and impacting future any ram tags.

I hate the feeling but sometimes it seems like the state is using the special permit hunts against us...just pawns in their game of chess.

Very well could be ..but I can't think of one...it's like a few years ago when they gave out cow tags like candy...made no sense and did nothing for the herd. But I could be way off... wouldn't be the first time..

Too many sheep. The areas they are in are small. The herds don't have that much room to expand. Using hunters to keep the population in check, just as they should.

It's a cull in the areas that have a big problem with pneumonia in an effort to get the disease under control. I believe it was South Dakota that did this a few years ago with good results. Short term less sheep, but the hope is to the herds will get healthy and rebound. That was the reason the WDFW gave us at one of the last GMAC meetings.

If it's a cull why doesn't the state do it on their own terms and pick out the sheep that they suspect are sick. Random hunters are going to shoot any old sheep. Which won't do much for the herd if the problem sheep aren't addressed. I understand wanting herd health but this seems like a odd way..and if its about the size of the herd why have ram tags been reduced over the years.

Actually it looks pretty easy to tell the difference. If it's close and you're not sure, don't shoot. Plenty of sheep out there so just pick another one to take.

not everyone is a expert like you on sheep hunting. I’ve only been on probably ten sheep hunts and trust me people get excited and when the see a ram let alone a young ram with lamb tip just hitting that 3/4 stage.

Well, first of all I'm far from an expert on sheep. I don't know what else to say. Do you have a suggestion as to what should or could be done differently? I don't really see how it's all that much different than being restricted to "true spike" only when hunting elk in some units, or 3 point minimum for mule deer. I guess if hunters aren't capable of following the restrictions then they just shouldn't offer the tags, is that what you're saying?

I’m saying that sooner or later someone will make a mistake and shoot a mature ram. I’m for a few cull tags on ewes if it will help the cough issue. But shooting the future potential breeding stock makes no sense. Why not start a new unit? Maybe transplant a few younger ram for different genetic in different units. Better yet why don’t they just tell us why. A short little blurb in the pamphlet explaining there reason would go a long ways.

The population of bighorn sheep in the Yakima Canyon (“Umtanum” and “Selah” hunt units) continues to decline from a series of lamb recruitment failures subsequent to the pneumonia die-off of 2009-10. The department plans to capture, test, and remove animals likely to be the source of the continued pathogen spread. Success in this effort is much more likely if the herd is first reduced (and that reduction may, in part, help remove the pathogen spreaders). Thus, a substantial, temporary increase in permits (primarily for ewes) is proposed to reduce the population to a size where spreaders can be found and selectively removed.
Staff recommendation:
Revise permit numbers in the Selah Butte, Umtanum, Cleman, Quilomene, and Vulcan Mountain bighorn sheep herds.
Policy issue(s) and expected outcome:
•Sustainable bighorn sheep populations
•Recover bighorns in the Yakima Canyon where very few lambs have been recruited since 2012, by removing enough animals to allow an effective program of identifying and removing pathogen spreaders
•Providing hunter opportunity

No fiscal impacts beyond the status quo.Public involvement process used and what you learned:The department notified approximately 12,000 individuals and organizations informing them of the opportunity to provide comment on the proposed regulation amendments. I'm no sheep Bio but I did sleep at a Holiday inn express last night and it seems stupid to thin the heard like that so it's easier to identify the sick ones so they then can kill them.
There has to be a better way to do that

Well, I can say that I've spent 20 plus days the last 2 years in both those two areas specifically targeting sheep and this is as far from the truth as can be. There is definately not "too many sheep".I don't know how familiar you are with the canyon sheep, but the number of juvenile rams isn't even close to the number in the Clemans area.

But that's according to the WDFW. You're free to disagree. But only going by what the WDFW biologists say, and obviously they know a lot more about the situation than I do.

But they're in decline because they're sick and the lambs aren't surviving. The entire herd could potentially die off if they can't get rid of the individuals that are sick. And therefore they want to reduce the numbers even further to help with that. That's how I understand it and I'm only going by what the WDFW is saying.

I’ve never actually been on a cull hunt, but I know they were glassing for sick sheep from the canyon road and walking in the USDA guys to shoot them when they were culling them a few years back. Just to clarify... carriers may have zero sign, but the sheep that are beyond the carrier stage and that are sick are identifiable. Would you say that’s accurate?

Carriers often never develop signs of the disease and live an apparently normal life while spreading the disease. This is what leads to elimination of localized herds. (This happened twice in recent memory) It's a very difficult disease and every herd in wa is at risk of cross contamination with domestic.

It is my understanding the plan is to bring the numbers down in the five unique sub-populations to a herd size that a "Test and Cull" management can be applied. Same thing was done a few years ago in Asotin when a spillover occurred. As a couple folks have stated, the sick ones are not visibly sick and can continue to pass the M Ovi for years following the original outbreak. The theory is along the lines of the "Typhoid Mary" situation from a hundred years ago where one seemingly healthy individual unknowingly infects others that are in proximity.
Hopefully, hunters can reduce the herds down to sizes where animals can be tested multiple times over a year or two and those positive can be culled. I think in Asotin it was only a couple ewes (out of 25 or so adult ewes) that repeatedly were infecting lambs and other adults. Will it work? Who knows but I applaud Bernie and other staff for trying to figure out a way to turn the Umtanum and Selah herds around.

I have a lot of questions on this....but it seems carriers would be one step closer to being resistant?
All of this could be fixed by more man power? Smaller herd makes it easier to test everyone more often?

They are edible,The pneumonia does not bother humans.
I remember when hunters were all up in arms when the state hired pro hunters to come in and cull the sheep saying things like the state should have allowed WA. hunters to buy the tags and hunt them instead so they were not wasted,Now they have done exactly that and some are unhappy with that decision? :bash:

IF this is the case I applaud them.....but when these outbreaks happen, they usually for the good of the herd, don't wait several months before the killing starts. It's for that reason I'm still skeptical.

if we kull the herd and remove the sick/carriers then and only then will transplanting sheep to these areas be viable.Read about the past wastes of transplanting you will understand this a little better. :tup: They are having offspring in decent numbers only to contract the illness and die as lambs.It is a good plan they are not using our money to pay for it to be done.Still giving the opportunity for hunters.Trying to fix the problem.It is a win win.

The way the wdfw is going about this is not a terrible idea. They are giving sportsmen an increased opportunity to draw a sheep tag by offering these tags to cull the heards. Also with no surprise at all it’s generating more revenue for the wdfw. It’s funny how when the wdfw don’t offer enough tags people b**** and when they offer to many tags people still b****.

If it's a cull for health reasons why not do an emergency season in June and get the testing done this summer. Seems waiting till Sept is counter productive to the goal.
And resistance comes from culling dozens of juvenile rams from herds that can only afford to have 2-5 mature rams taken from them any given year.
I hope it's going to benefit the herd in the long term but I lack the faith in wdfw that some of you guys possess.

How many in the MT. Hull herd have the disease?They are wanting to get the sick ones out so they can reintroduce healthy ones back in without getting sick from the sick ones that are there right now.Waiting until season will make no difference to the sick juvy or adult sheep that will be hunted,If they are alive they are carriers.With some hunters in every state the Dept. can't win for losing ever.Dammed if they do Dammed if they don't. :cryriver: At this time MT. HULL HAS 1 THAT'S RIGHT 1 CONFIRMED PNEUMONIA SICK SHEEP.

Things don't make sense. We are supposedly killing off sheep because of disease but giving sheep to other states. So what gives. If disease is present why not use the supposedly healthy give aways to supplement the cull areas. If disease is present do other states really want our sheep? It would be nice to hear from the Rocky Mountain Sheep Foundation.
