I’m looking at non resident B tags for does and antlerless elk. My interpretation of the regs is that they become available August 12th over the counter. Am I understating this correctly?

There are areas that are over the counter and you can also pick up any that were leftover after the draw. Some of the b tags will be gone already

Does that mean I need to look up a quota for any areas I may be interested in?

I had a moment to  talk with Montana FWP and was told that the amount surplus tags by district will be posted at the end of the month and then those tags go on sale on August 12th at....5 or 6 am Mountain Time.  I didn't write down the correct time I believe because I wrote down 5am. Which could have been my brain attempting to compensate the difference between time zones.
