When I purchased my license this year I made the mistake of saying, "print out all the catch record cards. They're free right?"
I hunt deer, ducks and geese. (I actually used my Snow Goose, Brant and Sea Duck cards this year.)
I've never hunted band tailed pigeons and don't intend to. The band tailed pigeon card is one of the 4 catch record cards for migratory, however it's the only one that requires reporting on 9/30 as opposed to 3/20 like the other 3 cards. I'm sure they get a lot of people on the $10.00 fee for late reporting on Band Tailed Pigeon for this reason. I don't think it's fair. They should bump the date until 3/20 or somehow separate that card.

If the cards were all on a phone app, they would have realtime information in season as well as no problems with people not submitting them or "losing" them and needing reprints.
On the down side, WDFW would need WA State's IT support (which it won't get in any sort of timely or effective manner) as well as the lost revenue from all of the $10 penalties.
