If you had to pick one which one would you choose? And why?

There is only a 28 unit and a 27 unit so regardless of species and picking between the 2, 28 is going to allow much better access to scout, explore and hunt within the unit. 27 is 100% wilderness so you are going to be very limited on how much of the unit you hunt, scouting would be very difficult.

I view 27 and all other wilderness units as a “style” Hunt or experience hunt, not something I would do year in and year out.

I'm assuming since you are asking about specific units, its for deer. Cbond is right, they are very different units from an accessibility standpoint. If you want a wilderness experience either on foot, horse, boat, plane, etc... then 27 could be awesome. If you are looking for a truck camp, flexibility, mobility, ease of accessibility and scouting, then 28 is probably where you're headed. It's a huge unit with a very diverse landscape to fit pretty much any style of hunt you want.

Yes I am after mule deer and as well as elk. I’ve been tagging along for the discussions on the new rules for unit specific deer for non residents. Thanks for your thoughts.
