I’m looking at Colorado. Looks like I have too buy a small game in order too apply? Do I have this right?

Yup.  Bend over.  You have to have a "qualifying" license to apply.

I assume the license is non-refundable if you don’t draw?

Non refundable qualifying license just like OR, NV, UT, AZ, and ID.
