Title: Cougar regulations

Can anyone point to the place in the 2022 regulations that states cougar hunting is not allowed in GMUs that are not listed in the table on the right side of page 69? I sent an e-mail to WDFW a couple years ago asking this question but I wish it was clear in the regs.
