They're simply asking if you can do the same in Washington.

Very good question about transferring tags. I still attemp the raffles every season in hopes of giving it to a certain family member that could truly enjoy, and deserves it. I assumed without ever resrarching. Thanks for the insight. Also hate to upset Alaskans if I did give it away.
